SINO ANG MAY PAKANA AT MUKHA NG DSWD AKAP

The General Appropriations Act of 2024, specifically the Special Provision No. 3 of the DSWD Budget, authorized the funding for AKAP amounting to Php26.7 billion. It states the following:
Ayuda sa Kapos Ang Kita Program (AKAP). The amount of Twenty Six Billion Seven Hundred Million Pesos (P26,700,000,000) appropriated herein under the Ayuda sa Kapos ang Kita Program shall be used to implement and provide financial assistance to minimum wage earners falling under the category of low- income that were severely affected by rising inflation. Implementation of this provision is subject to the guidelines to be issued by the DSWD and the existing budgeting, accounting and auditing rules and regulations.
Pinagmalaki po ito ni Speaker Martin Romualdez, bilang isa siya sa mga proponents at sinabi niya, “Sa utos ng Pangulong Ferdinand Marcos, Jr., binuo natin ang programang ito para tulungan ang ating mga kababayang mahihirap na apektado ng pagtaas ng mga presyo o inflation,” he said in May 18, 2024.
BUT, Sen. Imee Marcos in February 20, questioned the insertion of additional budget for the Ayuda para sa Kapos ang Kita Program (AKAP) in the 2024 General Appropriations Act (GAA).
“Hindi ko kinokontra ang AKAP kundi ang tiwaling paggamit nito para sa pulitika,” said Marcos, who chairs the Senate Committee on Social Justice, Welfare, and Rural Development.
“Alam naman natin ang national budget ngayong taon ay election budget,” said the senator who referred to the 2025 national and local elections. She lamented that the additional budget for AKAP came at the expense of funding for retired military and uniformed personnel, with significant cuts to its pension program.

Ang sabi ni DSWD Secretary Rex Gatchalian, BAWAL daw ibigay ng DSWD Officers sa mga politicians ang pera to directly distribute, he emphasized that the policy is meant to prevent giving the impression that the cash aid originated from the politicians, but he acknowledged that local government officials, for example, could OBSERVE the distribution from the sidelines.
